What Does an Excellent CVOR Rating Mean?

An Excellent CVOR Safety Rating is the highest level of recognition a carrier can achieve in Ontario under the province’s Carrier Safety Rating system. To qualify, you must:

• Have operated in Ontario for at least 24 months with a valid CVOR certificate.
• Keep your overall violation rate at 15% or less of your CVOR threshold.
• Keep your collision violation rate at 10% or less of your collision threshold.
• Pass an MTO Facility Audit with an excellent audit score.

Once achieved, carriers must maintain strong performance to keep the rating:

• Overall violation rate must stay under 20%, and
• Collision violation rate must stay under 15%.

2. Monitor Your CVOR Thresholds
   Review your CVOR abstract regularly. Track collisions, convictions, and inspections so you know exactly where you stand against MTO thresholds. Don’t wait for surprises.
3. Document Corrective Actions
   Every violation or inspection defect should include a documented corrective action. Showing regulators that you identify, address, and prevent repeat issues is critical during an audit.
4. Perform Internal Audits
   Run self-audits against MTO Facility Audit criteria. Better yet, engage a third-party consultant to provide an independent review and point out blind spots.
5. Request an MTO Facility Audit
   Once you’re confident in your records and performance, consider requesting a voluntary audit from MTO. Passing with an excellent score is the final step to securing the Excellent rating.
